The latest reform of Taiwan's automobile driving license written test includes three major changes:
Removal of true-or-false questions
All true-or-false questions have been removed and converted into multiple-choice questions.Expansion of the question bank
The question database has been expanded to improve test accuracy and better evaluate candidates' understanding of traffic regulations.Introduction of hazard perception video questions
New scenario-based video questions have been added to simulate real-world driving situations and assess candidates' ability to recognize potential hazards before driving on public roads.
According to the Motor Vehicles Division of the Highway Bureau, the new automobile written test has increased from 40 multiple-choice questions to 50 questions. Among them, five questions are hazard perception video questions, accounting for 10% of the total test.
After the release of the updated question bank, the previous version will remain available during a transition period to allow candidates to become familiar with the new format. Candidates who registered for the driving test before June 30, 2026 may continue preparing with the previous question bank, while those taking the written test after June 30 will be able to practice using the updated question bank.
Director Lin Fu-Shan of the Highway Bureau emphasized that the reform is not intended to make the test more difficult or to deliberately challenge candidates. Instead, the goal is to develop stronger traffic safety awareness through questions that better reflect real-life driving conditions.
According to Highway Bureau statistics, the motorcycle license written test pass rate decreased after the implementation of the new testing format. The pass rate dropped from 80.55% in 2023 and 78.59% in 2024 to 69.35% in 2025. After true-or-false questions were removed and replaced with multiple-choice questions in January 2026, the current pass rate has further decreased to 64.35%, indicating that the revised test format provides a more effective assessment of candidates' knowledge.
A survey conducted by the Highway Bureau after the motorcycle written test reform collected 1,215 valid responses. Among respondents, 84.2% expressed positive feedback that the new questions helped improve their understanding of traffic safety concepts.
